Role of SMEs in technology transfer

Some SMEs are not interested in technology transfer because:

• The profits obtained from the contract entered into are not attractive
• The SMEs preferred to produce and sell their own products

Favorable characteristics of technology transfer:

Some recipients favored SMEs to large firms since the smaller size made it possible to have permanent and close contact with executives of the SMEs, which in principle facilitated decision-making and eliminated the problems that might arise from the technology relationship. The most important feature of the transfer was the technology offered.

SMEs record for technology training vis-à-vis other suppliers was good in terms of flexibility for adaptation to local conditions.

Some problems arising during the transfer include:

• Financial or economic aspects
• Inflation
• Uncertainty
• Difference of opinion or misunderstanding in contracts
• Delays in payments by government-owned enterprises
• Delay by suppliers and the quality of raw materials
• Winning the confidence of the SMEs

The outlook of local enterprises is obviously strongly influenced by the critical economical, financial and social situation of Mexico. The high degree of uncertainty that exists in the Mexican economy, in spite of its achievements, means that in general enterprises are cautious with respect to increasing operations, and planning expansion.
