Some recipients favored SMEs to large firms since the smaller size made it possible to have permanent and close contact with executives of the SMEs, which in principle facilitated decision-making and eliminated the problems that might arise from the technology relationship. The most important feature of the transfer was the technology offered.

The outlook of local enterprises is obviously strongly influenced by the critical economical, financial and social situation of Mexico. The high degree of uncertainty that exists in the Mexican economy, in spite of its achievements, means that in general enterprises are cautious with respect to increasing operations, and planning expansion.
