An APEC-IST survey was carried out by the International R&D Cooperation Division, Agency of Industry Science and Technology, Ministry of International Trade and Industry, Japan in 1999, to study the R&D internationalization in industrial sector among APEC economies. For the purpose of this survey, 54 factors were selected for evaluation by the participating economies in this survey. It was generally found that the factors affected different economies differently.
The top five encouraging factors indicated by all respondents in this survey were:
- Availability of capital (funding for R & D etc.)
- Foreign ownership and control
- Ancillary or supporting industrial facilities
- Recruiting well qualified local talents
- Telecommunication infrastructure
The top five discouraging factors indicated by all respondents in this survey were:
- Restrictions of foreign investments to certain fields
- Language and verbal communication
- Regulations regarding remittances of profits, royalties and technical assistance fees
- Ownership or occupation of land by foreign entities
- Price controls or limitations on profits
